Deportation in June 1941
On 14 May 1941, the Council of People's Commissars of the USSR and the Central Committee of the UK (b) P adopted Joint Decree No. 1299-526s approving the "Directive on the Expulsion of a Socially Foreign Element from the Baltic States, Western Ukraine, Western Belarus and Moldova". People's Commissar of the People's Commissariat for National Security of the USSR Vsevolod Merkulov and Deputy People's Commissars of the People's Commissariat for Internal Affairs of the USSR Ivan Serov and Viktor Abakumov were appointed to coordinate the proceedings.
Deportation in March or Operation Priboi
On 29 January 1949, the Council of Ministers of the USSR passed Decree No. 390-138ss "On expulsion from the territory of Latvia and Estonia".
On 12 March 1949, Order No. 00225 of the Minister of the Interior of the USSR was published: "Lithuania. On the Expulsion of Kulaks, Their Families, Bandit Families and Nationalists from the Territory of Latvia and Estonia".
